Description

Violence Against Women (VAW) is a grave problem in Iraq. The recent wars, sanctions and sectarian struggles in the country have taken a disproportionate toll on women and girls in Iraq. Women in the KRG are victims of honor killings, burning, and other violence.
At the request of the Kurdistan Regional Government (KRG) of Northern Iraq, IRC is providing technical support and assistance to the government and local NGOs in improving emergency response and protection for survivors and aims to expand this programming into Baghdad.

SCOPE OF WORK: Reporting to the Deputy Director Programs (DDP) the VAW Coordinator will be responsible for ensuring quality design of programs and strategies, and the implementation of relevant projects and initiatives. These would include training, assessments, monitoring and evaluation and other activities aimed at building the capacity of service providers through out the country. The VAW Coordinator will be responsible to enhance the ability, knowledge and skills of service providers to respond to survivors of VAW and to those at risk of VAW as well as build their capacity to tackle the social and cultural norms that condone VAW. S/he will also support the government in putting structures and systems in place which are survivor friendly and to guide the government in establishing services to meet the needs of women and girls at immediate risk or who are survivors of VAW. 
The VAW Coordinator will guide the expansion of the program in the central region of Iraq.

This position will be supported by and will work closely with the IRC VAW Technical Advisor based in Washington DC and overseeing IRC’s VAW programs in the Middle East Region.


RESPONSIBILITIES:

  • Program Quality
    • Provide technical support to field sites to ensure that VAW programs are of a satisfactory quality and implemented in accordance with national and international standards;
    • Support the development of technical skills to respond to VAW in local government and NGO partners;
    • Guide development of long-term behavior change strategies for the prevention of VAW;
    • Take the lead in designing and conducting needs assessments and lead or assist in program evaluations as needed to assess, explore and analyze the vulnerability risks and obstacles to receiving services which women and girls face. The results of these regular assessments will inform the revision of current programs and development of new ones.
    • Ensure integration with relevant program sectors and ensure all program sectors know how to contribute to reducing the vulnerability of women and girls to VAW.
    • Ensure that appropriate program management is conducted including budgetary oversight and donor reporting.
  • Program Development
    • Lead the implementation of the VAW sector strategy that articulates the vision for the sector in Iraq and lays out the ‘master’ program design (from which proposals are developed);
    • Ensure that new proposals promote continued high quality programming by responding to identified needs, taking account of recognized best practices and minimum standards and improving on lessons learned from earlier programs, both IRC Iraq’s and other’s.
    • Recruit or oversee the recruitment of all VAW staff and consultants
  • Capacity Building
    • Oversee capacity building of all IRC Iraq, local partner staff and other stakeholders to prevent and respond effectively to VAW through ongoing informal mentoring and training, formal training sessions and evaluations.
  • Coordination and Representation
    • Ensure that IRC’s contribution to the VAW sector in Iraq is recognized and valued by all stakeholders through proactive participation in regular and ad hoc representation and coordination activities including co-leading the coordination group in KRG;
    • Maintain effective relationships with key programmatic counterparts, including donor representatives, sub cluster leads/members, and district officials.


REQUIREMENTS:

  • Master’s degree or equivalent in Gender or Social Studies, Public Health, Social Work or related field.
  • Demonstrated experience directly implementing programs that prevent or respond to violence against women and girls in similar cultural and political settings.
  • 3 yrs Program and budget management experience.
  • Managing and monitoring service provision for VAW survivors.
  • Demonstrated experience working at the national level policy and advocacy.
  • Demonstrated experience with implementing participatory program approaches.
  • Competency in written and spoken English, and knowledge of Kurdish and/or Arabic is a plus.
  • Willingness to travel within Iraq, including Baghdad.


WORK ENVIRNOMENT: 
Housing is shared.
Frequent travel required to Baghdad approx 30% of the time.

Job Description

Background:

Malaria Consortium is an international non-government organization dedicated to improving delivery of prevention and treatment to combat malaria and other communicable diseases in Africa and Asia. It works with communities, health systems, government and non-government agencies, academic institutions, and local and international organizations, to ensure good evidence supports delivery of effective services, particularly providing technical support for monitoring and evaluation of programs and activities for evidence-based decision-making and strategic planning.

Malaria Consortium is a key partner working with the National Centre for Parasitology, Entomology and Malaria Control (CNM) to implement its national malaria control strategy and is a Sub-Recipient (SR) of the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) Round 9 (GFR9) grant: “Containing artemisinin-resistant Plasmodium falciparum parasites and moving towards malaria pre-elimination status in Cambodia.” As an SR, Malaria Consortium works closely with CNM (the Principal Recipient, or PR) and provides technical assistance and capacity development to the national programme and identified implementing partners (Sub-sub Recipients) of the GFR9 grant.

As part of a country team, the epidemiologist (surveillance specialist) will provide technical assistance in surveillance and active case investigation at all levels, analyzing data as planned under the GFR9 grant. The Epidemiologist will work closely with and provide technical guidance to CNM’s Epidemiology Unit to achieve the goals set by the grant with GFR9 partners and the PR. He/she will work under the supervision of the Programme Manager and technical support from the Containment Project Epidemiologist based in Cambodia.

Duties and Responsibilities:

As part of the Project team, the epidemiologist will provide technical oversight and support for strengthening of malaria surveillance systems, including the following tasks:

• Support development and testing of new systems to detect and respond to Day 3 positive cases at health facility and community levels in the context of strengthening overall malaria surveillance systems;

• Provide support while collaborating with Containment project staff for the development of systems to support routine monthly reporting of VMW and health facility data and integration of village-level data through a central Malaria Database;

• Develop standardized approaches for producing and updating village-level malaria risk stratification based on incidence and/or ecological data;

• Assist in the implementation and design of operational research activities to test new strategies and systems for surveillance (e.g., point-of-care reporting of all confirmed cases using SMS);

• Contribute to and facilitate in the establishment and strengthening of a Malaria Surveillance Working Group (MSWG) for coordination with existing Health Management Information Systems (HMIS) and among various partners and stakeholders;

• Contribute to the strengthening of cross-border surveillance and data sharing (e.g., cross-border surveillance task force);

• Support capacity-building at central and peripheral levels through training and systems support in surveillance and epidemiological systems;

• Support preparation of and participate in relevant project meetings and workshops;

• Support documentation and dissemination of results through technical reports, presentations, and publications; and

• Submit quarterly progress reports to CNM and MC, clearly identifying progress and achievements made, challenges faced and recommendations for the way forward.

Qualifications, skills and experience:

• Advanced degree in epidemiology, public health, or other related fields with at least 5 years of relevant experience

• Extensive experience with assessing, setting up, and monitoring infectious disease surveillance systems, specifically for malaria

• Ample experience using statistical packages such as STATA, EpiData, and SPSS.

• Strong analytical skills in monitoring and evaluation of programmes and projects

• Demonstrated ability to work independently as well as collaboratively on a team, particularly with Ministries of Health and/or other government sectors and partners

• Proven capacity building skills, particularly for government and non-government colleagues

• Demonstrated communication skills, verbal and presentation

• Fluency in English required and working knowledge of Khmer desirable but not required

Contract duration: 1 year

Travel: frequent travel expected within Cambodia.

There is a new phenomenon in the global arena called "Climate Refugees". A climate refugee is a person displaced by climatically induced environmental disasters...

Such disasters result from incremental and rapid ecological change, resulting in increased droughts, desertification, sea level rise, and the more frequent occurrence of extreme weather events such as hurricanes, cyclones, fires, mass flooding and tornadoes. All this is causing mass global migration and border conflicts.

For the first time, the Pentagon now considers climate change a national security risk and the term climate wars is being talked about in war-room like environments in Washington D.C.

The U.N. currently states that more refugees are now displaced by environmental disasters than by war, more than 25 million climate refugees (ecologically induced migrants), and experts have projected that number will double within the next five years to over 50 million. Several organizations like the IPCC, Red Cross and The Christian Monitor estimate between 150 million and 1 billion climate refugees will be displaced within the next four decades, yet not one single international law gives asylum, or even a helping hand to environmental refugees.
